Orlando, FL Invasive Plant Rules: Prohibited Species (2026)

City Code § 60.225(a)(2) states plainly that "plants listed as Category I invasive exotic species by the Florida Invasive Species Council (FISC) are prohibited species and shall not be installed. Existing Category I invasive exotic plants shall be removed from the site." The section adds that "no landscape plan shall incorporate prohibited invasive exotic plant species as described in section 581.091, Florida Statutes," and that plants listed under Florida Administrative Code Chapter 5B-57 likewise cannot be used. Category II invasive exotics aren't banned outright but are made ineligible for points on the Non-Residential and Multifamily Landscape Worksheet (§ 60.225(a)(3)).

The one- and two-family residential standards echo the same ban at § 60.223(a)(4): "No plants listed as invasive exotic species under Florida Statutes [section] 581.091, or as Category I invasive exotic species by the Florida Invasive Species Council (FISC) shall be installed." Tree-specific protection reinforces this at § 60.211(e), which strips any required undisturbed protective area from Category I or II invasive exotic trees, and § 60.207, which excludes invasive exotic tree species from protected-tree status altogether, directing that they "should be replaced." These provisions run from Ord. No. 2013-74 (12-9-2013) through Ord. No. 2021-48 (8-23-2021).
