Carlsbad, CA Landscaping Rules: Artificial Turf (2026)

Civil Code § 4735 removes the most common obstacle to a synthetic lawn in Carlsbad. It provides that, notwithstanding any other law, a provision of the governing documents or architectural or landscaping guidelines or policies is void and unenforceable if it prohibits, or includes conditions that have the effect of prohibiting, the use of low water-using plants as a group or as a replacement of existing turf, or the use of artificial turf or any other synthetic surface that resembles grass.

Each phrase there is doing something. "Void and unenforceable" is stronger than a right to apply for approval: the offending rule has no force at all, so there is nothing left to appeal against. "Conditions that have the effect of prohibiting" closes the indirect route, where a board says synthetic turf is allowed in principle and then attaches approval conditions no installed product could satisfy. "Any other synthetic surface that resembles grass" keeps the protection from turning on a brand or product category. And the protection covers low water-using plants "as a group or as a replacement of existing turf", so ripping out a lawn is protected, not just planting a new bed.

The section then goes further. A provision is also void if it has the effect of prohibiting or restricting compliance with a water-efficient landscape ordinance adopted or in effect under subdivision (c) of Government Code section 65595. That third prong is the one that matters most in Carlsbad, because a new landscape here has to meet the water budget under the city's Water Efficient Landscape ordinance, and private landscaping rules cannot be used to block a homeowner from doing what the city ordinance requires of the plan.

Carlsbad has applied the same trade-off to its own ground, replacing decorative turf at parks and reducing field watering, which is why synthetic turf reads as ordinary practice here rather than an exception. Conservation programs and rebates run through Carlsbad Water District at carlsbadca.gov/water-conservation. The water budget still governs new development, so a synthetic lawn does not take a plan out of Planning review.
