090 states the city's default is to keep trees: staff must discourage removing desirable street trees and treat removal as a last resort. Any pruning, cutting, trimming, or removal of a street tree needs a permit, and a city arborist must inspect the property and recommend approval or denial in a written report. The arborist may authorize removal outright only if the tree is a hazard to life or property with no other feasible fix, or if it is dead, dying, diseased, or damaged beyond reclamation.

Absent either finding, the arborist ranks the tree on a priority scale weighing its remaining service life, damage to utilities or sewer lines, damage to hardscape, and whether the species matches the city's recommended list, with trees meeting all four factors removed first. If the arborist recommends denial, the applicant can ask the Parks and Recreation Commission to review it, and if the Commission agrees with the arborist, the applicant can take a final appeal to the City Council. 090(E) requires the city to post a letter of notice and an unremovable marking on the tree at least 30 days ahead, listing the location, reason, scheduled date, replacement species and size, and the deadline and process for a Commission appeal, and to mail that same notice to the property owner, adjacent owners, and the owners directly and diagonally across the street.

Notice can be waived only if the tree threatens public health or safety, or during a declared state of emergency. 090(F) bars removing one unless a city arborist finds it hazardous to life or property, or through the formal appeals process.
