No Snohomish County Code section bans or regulates synthetic/artificial turf on private residential lots. For new development, SCC 30.25.015 governs required landscaping and, in subsection (3), directs that use of bark, mulch, gravel, and similar non-vegetative material be minimized and used only to assist plant growth and maintenance or to visually complement plant material, and it caps such non-vegetative features at 20 percent of required perimeter and parking-lot landscaping. Artificial turf is not listed among approved landscape credits, so it generally cannot count toward required living landscaping, but installing it elsewhere on a residential lot is not prohibited by county code.
