Titusville, FL Landscaping Rules: Artificial Turf (2026)

Titusville, Florida (Brevard County) directly regulates artificial turf under Land Development Regulations Sec. 30-325, part of Chapter 30, Division 10, Landscaping. Synthetic turf cannot substitute for the article's plant material requirements generally, is barred from any public right-of-way, and is limited to use on single-family residential lots, per Sec. 30-325(a)-(c); Sec. 30-321(f) further restricts placement on those lots to side or rear yards where the turf is concealed from view from the adjacent right-of-way. Installed turf must meet a minimum permeability of thirty inches per hour per square yard; turf that falls short of that standard is treated as one hundred percent impervious area and triggers the City's stormwater management permit under Sec.

30-202. landfill. Infill must be organic or sand with a non-toxic coating, and ordinary indoor/outdoor carpeting cannot be substituted for genuine artificial turf. Installed turf must be anchored against wind, have seams nailed and glued rather than sewn, drain sufficiently to prevent pooling, and be maintained in like-new condition free of tears, stains and weeds. Any deviation from these standards requires a variance from the Board of Adjustment and Appeals, and no variance may be granted for turf within the shoreline protection buffers established by Sec.

30-63. Turf installed under this section does not count toward a lot's required minimum landscape area. Turf proposed with a building permit is inspected for compliance. The section was adopted by Ord. No. 21-2025, § 6, effective May 27, 2025.
