Eden Prairie, MN Landscaping Rules: Composting (2026)

Subdivision 7 opens with two flat prohibitions: no one may compost on public, commercial, office, or industrial property without prior written permission from the City, and a single-family or multi-family owner or occupant may not compost at all except under the conditions the subdivision then lists. Clause A requires the compost area to be maintained so it never creates an odor or other nuisance condition. Clause B restricts the material inside to yard waste, fruit or vegetable waste, eggshells, or coffee grounds generated on the same site where the compost sits, so a resident cannot haul in someone else's yard waste to compost at home.

Clause C fixes the location: no compost area may sit within a front yard setback, and it must be at least ten feet from any side or rear lot line. Clause D requires that fruit or vegetable waste, eggshells, and coffee grounds be enclosed to keep animals from disturbing or removing them. Clause E caps size at 0.025 of the total lot area and, in any case, at five hundred square feet or four feet in height, and requires every compost area to sit inside a fence or enclosed container, except that a yard-waste-only pile not exceeding eighteen inches in height may sit unfenced within a garden.
