Eden Prairie, MN Landscaping Rules: Water Restrictions (2026)

Eden Prairie's routine watering-day rule, separate from the emergency restrictions in Subdivision 6, lives in Section 3.30, Subdivision 12. Paragraph A limits irrigation or other lawn, grass, or turf use of City water to "alternating days," and Paragraph B defines that address by address: properties with a street address ending in an odd number can water only on odd-numbered days of the month, while even-numbered addresses water only on even-numbered days. Paragraph C adds a citywide afternoon blackout that applies regardless of address, banning irrigation or other lawn watering from municipal water "during the hours of 12:01 p.m. through 5:00 p.m. of any day." Paragraph D lets the City Manager or a designee authorize watering outside those windows for specific cases: businesses whose economic viability depends on irrigated turf, City employees maintaining ballfields and other City-owned recreation land that needs more frequent watering, and owners or lessees of newly sodded or seeded lawns for up to thirty days after installation.

Violations bring a two-track response under Paragraph E: a daily surcharge on the water bill, in an amount the City Council sets by resolution, added for every day of noncompliance, with continued violations after a mailed Notice of Surcharge grounds for cutting off water service to the property. Paragraph F separately makes any violation of the subdivision a petty misdemeanor, so a resident who waters on the wrong day or during the afternoon window risks both the civil surcharge and a criminal citation.
