City Code 9.12.030 lets residents keep a compost pile as permitted by Health Department regulations, but it can't sit in the front or side yard, can't be visible from the street, and can't become a nuisance or health/fire hazard. Backyard piles are fine as long as the yard is enclosed by a six-foot-high opaque fence: that fencing requirement is waived only while the adjoining lot remains undeveloped.
