02(e) states the general rule plainly: no person shall bury garbage within the corporation limits of the City. That prohibition exists because buried garbage bypasses the collection and disposal system the rest of Chapter 941 builds, including the receptacle, front-line placement and City-only hauling rules in the surrounding subsections. The same sentence, however, immediately exempts composting, allowing burial while composting pursuant to law. That single clause is the entire textual basis for residential composting in Medina's sanitation chapter: it does not define what qualifies as composting, does not set a bin type, height, setback from a property line, or size limit, and does not distinguish backyard bins from open piles.

Because the code is silent beyond the exception itself, a resident composting yard trimmings, food scraps or leaves on their own property is not violating the burial ban, but they also get no protection from the code's general nuisance and property-maintenance provisions if a pile itself becomes a nuisance, attracts vermin, or produces odor. 02(g) separately prohibits letting rats, mice or other animals live in or feed upon garbage, a standard that would reach an improperly managed compost pile even though it is not written as a compost-specific rule. 06(c), not the composting exception.
