223, the One-Family and Two-Family Residential Development Standards in Part 2F of Chapter 60, lists composting bins by name among the accessory structures and items that "shall not be placed in the front and street side yards", the same clause also covers swimming pools, decks, hydroponic gardens, above-ground aquaculture, coops, sheds, play equipment and storage. A composting bin has to go in the rear or a non-street side yard instead, and like any accessory item it must otherwise conform with the Land Development Code. 223(j), separately requires all landscaped areas to be kept free of weeds, debris and litter, which the Building Official checks before issuing a Certificate of Occupancy on new development or a substantial enlargement.
