As an alternative to yard waste or yard trash collection pursuant to this section, yard waste or yard trash may be disposed of by mulching and composting, provided that such mulching and composting shall be confined to the user's property.(d)In the event yard waste or yard trash is not properly prepared pursuant to this article, the yard waste or yard trash will be collected by the city as a special collection pursuant to section 16-27(o). If fees are due for such special collection, the user shall be charged and shall pay the fees set forth in section 16-27(o) for special collection. There shall be no charge to an occupied single-family dwelling for any quantity of yard waste or yard trash generated from the property, as long as it is properly prepared and is not commingled with any other matter except containerized yard waste and is placed at the curbside.
