There is no county permit for a home compost pile, and the county Health Nuisance Regulation expressly exempts orderly compost β its junk/debris nuisance provision covers 'cut brush or wood including dead or decaying plant material except as contained in a compost pile.' So a properly maintained compost pile is allowed. It crosses into a nuisance if it becomes a breeding or harboring place for rats, mice, flies, or other vermin, or if it accumulates garbage or organic waste that offends the senses. The county exempts farm waste. Keep meat and food scraps out, turn the pile, and contain it. Cities may add their own composting or setback rules.
