West Valley City, UT Landscaping Rules: Composting (2026)

Under City Code Section 24-2-111(5), a person may keep or maintain compost on his property for home gardening if the compost is located and maintained to prevent the spread of disease, the propagation or harborage of insects or rodents, the creation of odor or nuisance, or any other condition affecting public health, safety, or welfare. The same section bars selling or commercially using that compost unless the operator gets the facility permits and approvals required under Sections 24-2-109 and 24-2-115. There is no lot-size, bin-type, or setback rule in the ordinance itself: the standard is a performance standard, not a design spec.
