Sec. 070 is short but sets three conditions on residential composting: the biodegradable garbage, yard waste and tree waste being composted must come from the same premises where the pile sits, meaning importing organic material from elsewhere is not covered by this provision; the composting cannot create odors, fly breeding, rodent activity or any other nuisance; and the operation must follow the guidelines the health officer issues for composting. A resident who meets those three conditions does not need a permit for a backyard compost pile or bin under this section.

Any community composting or mulching program, as opposed to an individual household's pile, requires health officer approval of the project before it starts. The distinction matters because Wichita treats commercial-scale composting far more strictly: Sec. 075 requires a commercial composting site to hold a state yard waste composting facility permit, sit on industrial-zoned land at least 1,000 feet from any residentially zoned land, control drainage and odor, and pass reviews by the health officer, zoning administrator, planning director, fire chief, storm water administrator and the Sedgwick County solid waste committee, none of which applies to a resident's backyard pile.
