Upland is its own jurisdiction in the San Bernardino County foothills, and the City — not the County — enforces vegetation height through the Weed Abatement Program administered by Development Services / Code Enforcement. Per the City's program guidance, grass and weeds must be maintained 'below 4 inches.' Because much of Upland sits against the San Gabriel foothills, the program is framed as wildfire fuel reduction: owners must reduce and remove fuels such as vegetation, trash and debris within the first 30 feet of a structure (defensible space), and shrubs should be spaced at least three times the height of the tallest shrub. The active inspection period runs January through July each year; August through December complaints are handled by Code Enforcement. Upland Municipal Code Section 12.156.050 separately requires that any adjoining alley be kept free and clean of debris, vegetation, or other accumulation that may encroach upon or overhang the public right of way or impede traffic. Maintenance is a year-round obligation, including removal of dead vegetation and tree trimming. This is a City standard distinct from any County requirement.
Owners receive a Notice of Violation. Administrative fees are assessed after a second inspection, with additional fees after a third inspection at 30 days if the violation persists; current amounts are set in the City's fee schedule. Unabated parcels may be cleared by the City with costs charged back to the owner.
