Under Upland Municipal Code Section 5.20.070, a yard/garage sale requires a Finance Department permit, and signage is limited to one sign on the sale property, not exceeding two feet by two feet, only during the sale. Signs may not be placed in the public right-of-way. Up to three sales per year are allowed, each no more than three consecutive days.
Garage and yard sales in the City of Upland are regulated under Chapter 5.20 (Public Sales and Auctions), specifically Section 5.20.070 (Yard sale regulations). A permit must be obtained from the Finance Department before holding a sale. On signage, the code limits advertising to one sign posted on the property where the sale is held, displayed during the duration of the sale only; the sign may not exceed two feet by two feet in size and may not be placed in the public right-of-way. The City allows up to three yard sales at a single address per calendar year, each running no more than three consecutive days, with sale hours limited to 8:00 a.m. to 8:00 p.m. The code also prohibits offering purchased or consigned merchandise for sale (i.e., it is for the household's own goods). Off-site directional garage-sale signs placed on parkways, medians, utility poles, or other public right-of-way are not permitted and may be removed, consistent with both Section 5.20.070 and the sign rules in Chapter 17.15 that bar signs in the public right-of-way. Residents should obtain the permit through the Finance Department (utility billing / customer service) before the sale. These are the incorporated City of Upland's rules, separate from unincorporated San Bernardino County.
Posting more than one garage-sale sign, using a sign larger than two feet by two feet, or placing signs in the public right-of-way (parkways, medians, poles) violates Section 5.20.070 and the Chapter 17.15 sign rules; such signs may be removed. Holding a sale without a permit, exceeding three sales per year, or running more than three consecutive days also violates Chapter 5.20.
