Euclid Avenue Scenic Corridor is off-limits entirely.

A. Site. The minimum site area for any proposed electronic changeable-copy signs shall be no less than two and one-half acres, with no less than 250 feet of lineal frontage on a major arterial or freeway, as defined by the circulation element of the general plan, excepting Euclid Avenue Scenic Corridor, where such electronic changeable-copy signs as discussed in this section shall be prohibited. ... Full Breakdown

090. Qualifying sites must have a minimum area of two and one-half acres with at least 250 feet of lineal frontage on a major arterial or freeway as defined by the general plan's circulation element, and the Euclid Avenue Scenic Corridor is excluded outright, no electronic changeable-copy sign is allowed there under any circumstance. The permitted use is narrow: the installation has to serve specialized outdoor sales operations where at least 80 percent of merchandise, think car dealerships, RV lots, and home improvement centers, is displayed outdoors, not brokers or agencies whose merchandise is stored offsite.

Height is set by a line-of-sight study but capped at 25 feet, and total sign area cannot exceed 100 square feet plus 25 additional square feet for general identification, with only one such sign allowed per site. 220(F) adds setbacks: three feet from driveways or buildings, 25 feet from side property lines, and five feet from front property lines (waived on frontages of 175 feet or more). Once approved, the CUP conditions in subsection (H) govern daily operation: message displays cannot change more often than once every eight seconds, blinking or moving characters are barred, a time-and-temperature display must run for at least eight seconds during every two-minute cycle, and public service messages must make up 10 percent of what's shown each hour, on top of the time-and-temperature requirement, all reviewed by the design review board before the Planning Commission acts on the CUP.

Violations & Fines

An electronic changeable-copy sign installed without the required conditional use permit is an illegal on-premises advertising display under Section 17.15.060, triggering the City's nuisance-abatement process, notice, a City Council hearing, and removal with the cost assessed as a lien on the property. A sign approved by CUP that later violates a permit condition, such as the eight-second message-change interval or the 10 percent public-service-message requirement, risks CUP revocation by the Planning Commission, and any decision on the sign can be appealed under Chapter 17.47.
