MWELO mandates climate-adapted plant palettes (including California natives), hydrozoning, soil amendments, smart controllers, and a Maximum Applied Water Allowance calculation. Ventura's Division 13 zoning code references MWELO compliance for landscape plans. Statewide, Cal. Civil Code §4735 bars HOAs from prohibiting low-water-use plants, including California natives.
Failure to submit MWELO landscape documentation on qualifying permits will block plan approval; HOA penalties against natives are void under Civ. Code §4735.
