Under Alhambra Municipal Code Section 23.12.170, a Tree Removal Permit is required before removing a protected tree on any private parcel (developed or vacant) in any zoning district, except rear and side yards in the RL and RM residential districts. For oaks and California native trees, 'protected' means at least 15 feet tall, OR 12 inches in diameter or greater, OR 36 inches in circumference or greater (measured 4 feet 6 inches from the root crown). For all other mature trees, the thresholds are 20 feet tall, OR 24 inches in diameter, OR 75 inches in circumference. Replacement is required: two 24-inch-box oak/native trees for each 10-inch increment of diameter for protected oaks/natives, or one 24-inch-box tree per 10-inch increment for other mature trees. Up to 50% of replacements may be off-site or satisfied by in-lieu payment set by a certified arborist. Exceptions include emergencies, traffic-sight hazards, dead wood, fruit trees, and non-native palms. Illegal removal triggers an administrative citation, doubled replacement, and (if independent of construction) a one-year ban on future construction permits. This is a City of Alhambra ordinance, not a Los Angeles County rule.
