Ordinance 25-033 amended Chapter 321 of the Jersey City Code to require permits not only for planting street trees but also for removal of any public tree and for activities in the Protected Root Zone of a City tree. The Division of Zoning now requires photos of the front and rear of the property to confirm existing trees in construction permit applications. All construction site plans must include existing-to-remain, existing-to-be-removed, and proposed trees with Critical Root Radius buffers. Forestry Permits are required during the Construction Permit Application process. Residents wishing to plant trees on their own property do not need a permit as long as they don't encroach on the right-of-way. Significant private trees over 6 inches DBH may also require permits depending on zoning context.
