046(A) of the Parker Code of Ordinances, in the subdivision regulations' Improvements chapter, makes clear that tree removal is not a separate, free-standing activity in the city: any work which affects erosion control, vegetation or tree removal, floodplain, grading, street construction, removal of existing structures, or utility installation first requires a permit from the city. 046(C) requires that the final plat already be approved by the City Council, that initial erosion control measures and facilities be in place as required by the subdivision regulations, the project's stormwater pollution prevention plan, the City Administrator, and the City Engineer, and that every contractor on site receive a set of approved plans bearing the city's Release for Construction stamp, which must stay on the job site.

046(C)(4) requires a complete list of contractors and phone numbers for responsible parties reachable at all times. Applicable fees must be paid before the permit issues. Because tree removal appears in the same clearance as grading, floodplain work, and street construction, city staff review it as part of one consolidated construction-permit process rather than issuing a separate tree permit, and floodplain-adjacent vegetation carries the added protection described in the subdivision code's floodplain-restriction section.
