02(T) makes it unlawful for any owner or occupant of property in the city to suffer or permit limbs, brush, and other vegetation existing above a public street to hang lower than 15 feet above the public street's pavement, gravel, or other surface. The same subsection separately requires the owner or possessor of property adjacent to a public roadway to keep both their own property and the abutting right-of-way or easement free of high grass and weeds and other unsightly matter, expressly including grass, weeds, or brush over 12 inches, and makes them responsible for mowing the bar ditches and parkway along the roadway.

The 15-foot clearance duty does not apply to city-owned open space, parks, nature areas, or trail areas, and it does not apply to portions of property under active cultivation of crops, so a working field bordering a road is exempt from the overhang rule even though the general weed-height rule elsewhere in the chapter still reaches cultivated crops in the right-of-way. 03(A) presumption rules apply the same way they do to other listed nuisances: a violation is presumed inside SF, SFT, or PRD residential zoning districts, or within 2,500 feet of a home, school, or church in one of those districts.
