The Village's tree board, part of the tree-care division in Chapter 11, Article 2, has direct authority over vegetation that reaches into public property, a term defined at Section 11-2-82 to include village streets, alleys, sidewalks, boulevards and the terrace strips between the lot line and the curb. Section 11-2-77(A) gives the board general authority to trim, remove, prune, spray or fertilize trees standing on public property itself, with all work performed to the current American National Standards Institute A300 pruning standard. Section 11-2-77(B) covers the more common situation homeowners actually face: a tree trunk sits on private land but branches hang out over the street or sidewalk.

There the board may prune, remove, or spray the overhanging portion, but only after notifying the owner or occupant in writing at least ten days before the work begins. The board can also choose to let the property owner do the trimming instead, so long as it happens under the board's instructions and supervision rather than on the owner's own schedule or method. 07(8) and Ordinance No. O5-3-96, adopted May 28, 1996, and remains current in the Village's code book updated June 24, 2026. A related village forester position, created at Section 11-2-81, carries out these duties alongside the powers granted foresters generally under Wis.
