Evanston requires property owners to maintain trees that overhang public sidewalks and streets with a minimum clearance of 8 feet over sidewalks and 14 feet over streets. The city manages approximately 25,000 parkway trees and residents may not trim, prune, or remove parkway trees without city authorization. Private tree trimming that affects city trees requires coordination with the Forestry Division.
Evanston's municipal code requires property owners to trim private trees that overhang public rights-of-way. Branches must maintain at least 8 feet of clearance over sidewalks and 14 feet over streets. If an owner fails to maintain these clearances, the city may trim the tree and bill the property owner. The city's Forestry Division manages all parkway trees (trees planted in the public right-of-way between the sidewalk and curb). Residents may not prune, trim, remove, or damage parkway trees. Requests for parkway tree trimming should be submitted through the city's 311 system or by contacting the Public Works Department. The city performs routine parkway tree maintenance on a cyclical basis. Dead or hazardous parkway tree limbs are addressed on a priority basis. When private tree work requires equipment access near parkway trees or utility lines, a permit or coordination with the Forestry Division may be required. Tree service contractors working in Evanston must be licensed and insured. The city has an urban forestry management plan that prioritizes canopy preservation. Evanston is a Tree City USA community.
Failure to maintain clearance over sidewalks and streets can result in a notice of violation with 14 days to comply. If the owner does not trim, the city will do so and bill the owner. Unauthorized trimming or damaging a parkway tree carries fines of $100 to $500 per tree. Topping parkway trees (a prohibited practice) or removing a parkway tree without authorization may result in fines up to $750 plus the replacement cost of the tree.
