Federal Way tree trimming is governed by FWRC 19.120 and 4.35. Routine pruning needs no permit, but heavy pruning or topping of a significant tree that removes over 25% of canopy may count as removal.
Under FWRC 19.120, routine maintenance pruning of trees generally does not require city review. However, aggressive pruning or topping of a significant tree (6 inches DBH or greater, measured at 4.5 feet) that removes more than 25 percent of the live canopy or damages the tree can be treated as a removal under FWRC 19.120.130 and may require a permit or mitigation. Pruning within environmentally critical areas (steep slopes, streams, wetlands, wellhead protection zones), shoreline buffers, or required landscape buffers requires prior approval. FWRC Chapter 4.35 governs the right-of-way: property owners are responsible for trimming trees and shrubs on their property that overhang sidewalks (minimum 8 feet clearance) and streets (minimum 14 feet). Hazard trees, dead/dying trees, and invasive species can generally be removed or trimmed under the FWRC 19.120.030 exemptions when authorized by the director.
