Westminster, CO Landscaping Rules: Tree Trimming (2026)

Section 13-3-1 of the Westminster Municipal Code gives the Director of Parks, Recreation and Libraries authority to adopt rules, regulations, and specifications for trimming, spraying, removing, planting, pruning, and protecting trees, shrubs, vines, and other plants on the public right-of-way of any street, alley, sidewalk, or other public place. Section 13-3-2 backs that authority with an enforcement mechanism: the Director or an authorized representative may personally trim, spray, remove, plant, or protect any tree, shrub, vine, or hedge on the right-of-way, or instead require the abutting owner, occupant, or agent to trim, remove, or protect vegetation that projects beyond the property line and interferes with safe use of the right-of-way, at that owner's expense.

If the owner, occupant, or agent refuses or neglects to comply within ten days after receiving written notice from the Director, the City may perform the work itself and bill the cost back to the property. C. This puts the compliance clock at exactly ten days from the date the written notice is received, not from the date it is mailed, and ties nonpayment directly to a property lien rather than a simple fine. Section 13-3-5 separately makes it unlawful to fail or refuse to comply with any notice issued under this chapter, or to violate any rule the Director promulgates for right-of-way vegetation, within the time the notice specifies.
