Full Breakdown
Section 32-35 of the Jacksonville Beach Code regulates landscape irrigation for water conservation. It covers the outside watering of shrubbery, trees, lawns, grass, ground covers, gardens and other plants at residential, public, commercial and industrial sites and in public medians and rights-of-way. Agricultural crops, nursery plants, cemeteries, golf course greens, tees, fairways and primary roughs, and playground and ball field vegetation are excluded. An odd numbered address ends in 1, 3, 5, 7, 9 or the letters N through Z, and an even numbered address ends in 0, 2, 4, 6, 8 or the letters A through M.
Under subsection (c), Daylight Savings Time schedules are Wednesday and Saturday for residential odd or no address, Thursday and Sunday for residential even addresses, and Tuesday and Friday for nonresidential. Under Eastern Standard Time the schedules shrink to Saturday, Sunday and Tuesday respectively. No watering is allowed between 10:00 a.m. and 4:00 p.m. on any permitted day. Each irrigation zone gets no more than three-quarters-inch of water per day and no more than one (1) hour per day, and all irrigation is limited to the amount necessary to meet landscape needs.
Subsection (d) lists exceptions: micro-spray, micro-jet, drip or bubbler systems anytime; new landscape at any time for the initial thirty (30) days and every other day for the next thirty (30) days; watering in chemicals within twenty-four (24) hours of application, up to one-quarter-inch; system maintenance and repair up to twenty (20) minutes per hour per zone; hand-held hoses with an automatic shut-off nozzle; and reclaimed water. Subsection (e) requires a rain sensor on automatic systems installed after May 1, 1991. Subsection (f) allows a hardship variance, but never more than two (2) days per week under Daylight Savings Time or one (1) day per week under Eastern Standard Time for a single zone. The city manager or a designated representative enforces the section.

Under Section 32-35(g), the city manager or a designated representative can enter and inspect properties, with or without notice, and give verbal or written notice requiring correction within a time the city sets.
