Palm Beach Gardens, FL Landscaping Rules: Water Restrictions (2026)

Adopted by Ordinance No. 9, 2022, Section 74-74 of the Palm Beach Gardens Code sets year-round landscape irrigation conservation measures built on the South Florida Water Management District's rules at Subsections 40E-24.201(1)-(5) and (7), F.A.C. The core rule bans landscape irrigation between 10:00 a.m. and 4:00 p.m. for every user, with limited exceptions. For existing landscaping, addresses ending in 0, 2, 4, 6, 8, or the letters A through M count as "even" and may irrigate three days a week, only on Tuesday, Thursday, and/or Sunday; addresses ending in 1, 3, 5, 7, 9, or the letters N through Z count as "odd" and may water only on Monday, Wednesday, and/or Saturday. New landscaping, defined as anything planted 90 days or less, gets extra flexibility: it can be watered once on the day it is installed regardless of schedule, then follows a graduated calendar tightening from six days a week down to four days as the 90-day establishment period runs.

Section 74-79 puts enforcement in the hands of any law enforcement or code enforcement official with jurisdiction in the city, and the city manager can delegate enforcement to other departments. Section 74-80 sets escalating civil penalties under F.S. Chapter 162: a fine of up to $100.00 for a first violation, up to $250.00 for a second, and up to $500.00 for any violation after that, with each day of a continuing violation counted as a separate offense. Officials may issue one written warning before citing a violation. A district-declared water shortage or water shortage emergency automatically supersedes this local schedule for its duration under Section 74-78.
