Article III of Chapter 70, Sections 70-61 through 70-67, sets the city's general on-street parking rules. Section 70-62 lists 18 specific places where stopping, standing, or parking a vehicle is unlawful "except when necessary to avoid conflict with other traffic or in compliance with the directions of a law enforcement officer." Among the core prohibitions: no parking on the roadway side of a vehicle already stopped at the curb (double-parking), no parking on a sidewalk or so that any part of the vehicle protrudes over one, no parking within 20 feet of a crosswalk at an intersection, no parking within 15 feet of a fire hydrant, and no parking on the unpaved swale area within a public street right-of-way. The article borrows its vehicle definitions directly from Section 316.003, Florida Statutes, and adds a local definition of "fire lane or fire zone" covering marked areas that could block fire department access.

Section 70-1 sets the backstop penalty: any traffic-code violation without its own state-law penalty is punishable by a fine of up to $500.00. For parking violations specifically, Section 70-64 instead channels civil penalties through the city's master fees and charges schedule, with 20 percent of what is collected earmarked for police training. Citations are handled through the form and fine schedule the chief administrative officer adopts under Section 70-65, and a driver has 30 days under Section 70-66 to pay or to request a hearing contesting the notice with the police department before the matter is referred for collection.
