Garland County, AR Landscaping Rules: Weed Ordinances (2026)

Sec. § 14-14-814. Section 4, item 1 of that code sets the ten-inch cap, defining weeds as all grasses, annual plants and vegetation other than trees and shrubs, and carving out ornamental grasses, cultivated flowers or gardens, and undeveloped properties. The code's Section 2 defines 'undeveloped property' as any lot that has not been developed for residential or commercial use or has not been cleared of natural tree or plant growth, so raw wooded lots are not swept into the mowing requirement. Enforcement runs through the Compliance Officer, defined as the Director of Planning and Inspections employed by the Hot Springs Village Property Owners' Association or a designated employee of that department.

D, the Compliance Officer issues written notices identifying the property, describing the violation, and setting a correction deadline at the officer's reasonable discretion; a certified law enforcement officer then issues criminal citations for failure to comply with a notice or order. This rule applies only within the Garland County portions of Hot Springs Village under Section 4's own text; it is not a countywide standard, since Garland County has no general zoning or property-maintenance code for the rest of the unincorporated county.
