Iowa City's weed control framework operates at two levels. Locally, Title 6, Chapter 3 of the Iowa City Code (Weed Control) sets the 10-inch height ceiling at section 6-3-2 and defines key terms at 6-3-1. The local definitions recognize 'noxious weeds' as primary and secondary classes defined by the Code of Iowa and the Iowa Administrative Code; 'natural area' as land allowed to retain native plant material in a prairie state; 'conservation area' as land planted with ground cover compatible with the environment and maintained accordingly; and 'unmowed or untended area' as land where weeds and grasses exceed 10 inches without care.
