It shall be unlawful and it is hereby declared to be a public nuisance for any person, including owner, tenant, or representative of any nonresident owner or tenant of any lot, parcel of real estate, or any other premises or parts thereof, including adjacent sidewalks, whether vacant or occupied within the city, to allow grass, weeds, or brush of any description to grow or flourish thereon without having the same cut and kept short at all times for a height not to exceed 12 inches from the surface of the ground. Any agriculturally zoned lot shall not contain weeds exceeding 36 inches in height from the surface of the ground.
