Owners must keep property free of unsightly growth. Weeds, brush, or undergrowth reaching 18 inches or more, or vines dense enough to harbor rats, snakes, or vermin, must be removed after city notice. Vegetation over 12 inches is also a declared public-health nuisance.
Section 18-45 makes it the duty of every owner, agent, occupant, or lessee to keep exterior private property free of unsightly growth, including areas up to the curb, gutter, or street line. Under Section 18-45(c), the city can order removal of weeds, brush, undergrowth, or debris that grows to 18 inches or more, or undergrowth and vines dense enough to harbor rats, snakes, or vermin. A lot under one acre must be cleaned entirely; larger lots need a 150-foot buffer cleared around structures and streets. Non-resident owners of vacant lots must appoint a local agent responsible for keeping the lot clear.
