Conway, AR Mobility & Curb Rules: Bike Lane Rules (2026)

Chapter 8.56, Bicycle and Pedestrian Pathways, was adopted by Ordinance No. O-98-95 and amended by Ordinance No. O-21-129 on December 14, 2021. Section 8.56.01 defines a bicycle lane as part of a roadway designated by official signs or markings for exclusive bicycle, e-bicycle or electric scooter use, a pedestrian pathway as a path separated from the roadway for pedestrians only, and a shared use path as a separated path for bicyclists, e-bicycles, scooters and pedestrians together. Section 8.56.02 makes it unlawful for any person to operate, park or leave standing any vehicle, motor vehicle or motorcycle on a designated bicycle lane, pedestrian pathway or shared use path.

Electric bicycles and electric motorized scooters, as defined under Arkansas's Electric Bicycle Act and Electric Motorized Scooter Act, are exempted from that prohibition, but the section caps their speed on a pedestrian pathway or shared use path at 15 miles per hour. Section 8.56.03 lists five exceptions: wheelchair users, emergency vehicles and personnel on duty, city-owned or leased vehicles on duty, utility corporation vehicles on duty, and any driver briefly crossing the lane or path to enter/exit a roadway, parking space, or set up for a turn, but only after yielding to bicyclists or pedestrians already lawfully present.

Section 8.56.04 sets the fine for any violation of the chapter, including illegal use of a bike lane or path, at not less than $25.00 nor more than $100.00 per offense.
