Conway, AR Animal Ordinances: Dog Leash Laws (2026)

Conway's leash law starts with a definition rather than the word leash itself. Conway Municipal Code Section 6.04.01 defines an animal as at-large whenever it is not confined within a house, building, enclosure or fence, or restrained on the owner's premises by something like a sufficiently strong trolley system, or, once it leaves the owner's property, is not confined by a leash or riding safely inside a vehicle. Section 6.04.05.A then makes confinement mandatory: any person owning, possessing or keeping an animal within the corporate limits of Conway must prevent it from being at-large at all times, regardless of whether the animal is vaccinated or licensed.

The same section separately regulates chaining: direct-point chaining or tethering a dog to a stationary object is banned outright, though a trolley system or a tether on a cable run is allowed if it meets six conditions, including only one dog per cable run, a properly fitted collar with room for two fingers, a swivel to prevent tangling, a cable run at least ten feet long mounted four to eight feet above the ground, and continuous access to water and shelter. An owner cited for a chaining violation gets ten days from written warning to correct it before Animal Welfare Officers may remove and impound the dog under Section 6.04.05.C.

Enforcement citywide falls to Animal Welfare Officers of the Conway Police Department's Animal Welfare Unit and to Conway police officers generally under Section 6.04.02, and any animal caught at-large is impounded and held under the procedures in Section 6.04.06, with the owner's title to it transferring to the Animal Welfare Unit if unclaimed within five business days.
