Conway, AR Animal Ordinances: Pet Limits (2026)

Section 6.04.11 sets one combined limit rather than separate caps for dogs and cats, so a household could keep any mix of the two species as long as the total animals over twelve weeks old does not exceed four. Younger puppies and kittens are not counted toward the limit. Two narrow exceptions exist: proprietors of animal hospitals and veterinary practices are exempt for animals kept on their business premises, and anyone holding a current kennel permit issued under Section 6.04.11.A can lawfully keep more. Kennel permits are issued annually by the Conway Animal Welfare Unit at no cost, but the City Council sets the actual maximum head count case by case and can deny or revoke a permit if the operation fails to meet the minimum facility standards spelled out later in the same section.

A permit holder must also consent to random inspections. If a permit is denied or revoked, Section 6.04.11.B lets the operator appeal to the City Council within ten days of the notice, and filing that appeal suspends enforcement of the revocation until the Council rules at its next regularly scheduled meeting. The Council can also grant a variance from the minimum kennel standards by a two-thirds vote under Section 6.04.11.C, and the Animal Welfare Unit itself is exempt from the permit requirement under Section 6.04.11.D.
