Conway, AR Animal Ordinances: Chickens & Livestock (2026)

Sections 6.08.02 and 6.08.03 make it unlawful for any chicken, guinea, duck, goose, cattle, horse, mule, swine, sheep, goat, or similar animal to run at large anywhere in Conway, including on public streets, alleys, or unenclosed private property. Section 6.08.04 then regulates how livestock and farm animals can be kept at all: horses, cows, donkeys, mules, goats, sheep, and ratites such as ostriches or emus each require a minimum of three acres of enclosed pasture, kept sanitary and secure enough to avoid becoming a nuisance to neighbors.

Horses specifically must have access to a shelter with a solid, impermeable roof and at least two solid walls. Owners must supply adequate supplemental feed and give livestock twenty-four hour access to wholesome water. For chickens, geese, ducks, and other animals commonly called farm animals, Subsection F requires enough space, food, and water for each bird to stay comfortable and healthy, and pens must be built to prevent feces from running off onto neighboring property and to control odor. Hogs get harsher treatment: Section 6.08.07 bans keeping any hog or swine in a lot, pen, or enclosure in the city outright, with a narrow exception allowing confinement of up to eight days in pens adjacent to an auction company's premises or for exhibit at the Faulkner County Fair.

A dead animal left lying in a street or alley is separately declared a nuisance under Section 6.08.01, punishable by up to a five-hundred-dollar fine.
