Conway, AR Animal Ordinances: Breed Restrictions (2026)

Section 6.04.19.B lists five behavior-based grounds for a dangerous dog designation: an unprovoked bite or attack causing injury to a person engaged in lawful activity, causing serious injury to another domestic animal off its owner's property, chasing or menacing a person on public property without provocation while off-leash, showing a pattern of behavior the owner knows or should know is dangerous, or already being designated dangerous by another government. The Director or an Animal Welfare Officer can declare the dog dangerous and seize it, mailing certified notice to the owner, who has seven working days to request a hearing before the Conway Police Chief under Section 6.04.19.C; that hearing must be held within another seven working days and the Chief's ruling is final.

Once designated, Section 6.04.19.D requires the dog to be microchipped within fourteen days, kept on a leash no longer than four feet and muzzled whenever outside its kennel, and never tied to a stationary object. Section 6.04.19.E requires secure, locked confinement with a buried or floored kennel, Section 6.04.19.G requires a posted Beware of Dog sign within fourteen days, and Section 6.04.19.H requires fifty thousand dollars of liability insurance renewed proof every six months. Conway separately maintains an outright prohibition on vicious dogs under Section 6.04.20 for dogs that kill, repeatedly attack, or are trained for dog fighting, which must be permanently removed to a location at least twenty miles outside the city.
