De Pere, WI Mobility & Curb Rules: Bike Lane Rules (2026)

Sec. 130-2 makes De Pere bicyclists "subject to the provisions of state traffic laws incorporated into this Code" under Wis. 02, then adds two local rules: every bicycle operated on a public roadway or trail must be in safe mechanical condition, and no bicycle may carry a passenger unless it is equipped with a proper child seat. That child seat rule requires the operator to be at least 14 years old, the passenger to weigh 40 pounds or less, the seat to be securely fastened, and only one seat per bicycle except on a tandem bicycle, which may carry two.

Sec. 130-4 lets police inspect any bicycle at any time to check its serial number and mechanical condition, makes it unlawful to remove or alter a bicycle's serial number or license identification, and requires anyone acquiring a bicycle with an altered serial number to report it to the chief of police, who enforces the whole chapter. Separately, Sec. 150-6 governs where bikes and other vehicles can operate on sidewalks: bicycles are among the vehicles allowed on city sidewalks generally, unlike motor vehicles, but subsection (d) carves out a specific exception, barring bicycles from the sidewalks on the Riverwalk, the Wildlife Viewing Pier and the Fishing Piers regardless of that general allowance.

Abandoned bicycles found in the city may be donated to nonprofit or governmental entities by council resolution under Sec. 130-5, rather than sold or destroyed.
