Section 5-4(a) states flatly that no person shall operate a bicycle upon any sidewalk in the city, meaning cyclists must use the street, a marked bike lane, or a designated bike path rather than the pedestrian sidewalk. Section 5-4(b) adds a second prohibition: riding is barred on any public or private property, including parking lots, where signs prohibiting bicycle riding have been posted.

The sidewalk ban sits alongside a parallel rule for other wheeled devices in § 5-5, which bars riding a 'nonmotorized vehicle' on any sidewalk, public roadway, or municipal parking lot within the city's central traffic district as defined in Municipal Code § 28-1, with a carved-out exception allowing riding on Hickory Street and Valley Boulevard on the district's east side. Section 5-6 layers on a right-of-way duty: anyone on a bicycle must exercise due caution, yield to pedestrians, and not interfere with foot traffic on any sidewalk, public right-of-way, or car-free pathway. Escondido Police Department officers acting within the scope of their duties are exempt from Chapter 5's restrictions under § 5-3, allowing patrol officers to use sidewalks when necessary.
