Article V of Chapter 284 ('Use of Sidewalks,' adopted September 24, 1981 as Ordinance No. 103) defines a sidewalk as a paved way built next to but separate from the roadway, roughly four feet wide and bounded by its paving material, whether brick, concrete, stone or bituminous concrete (§ 284-14). Within that defined space, § 284-15 makes it unlawful for any person to ride a bicycle or horse, or to lead a horse, on any Hudson sidewalk. The code cross-references its animal chapter (Ch. 188) for animal-related conduct generally, but the sidewalk riding ban itself sits in Chapter 284, not the animal code.

There is no separate bike-lane provision anywhere in the Hudson Town Code: Chapter 317's traffic article establishes one-way streets, speed limits and truck routes for motor vehicles, and Article V is the only place bicycles are addressed directly. The penalty structure escalates sharply: § 284-16 sets a fine not to exceed $5 for a first offense and not to exceed $100 for a second or subsequent offense, a twenty-fold jump meant to stop repeat sidewalk riding rather than tax it as a routine cost.
