§ 4-4. Standing or parking of bicycles. No person shall stand, park or otherwise place in a position or temporary storage a bicycle upon the highway or street or upon the sidewalk or against any building at the sidewalk in such manner which shall obstruct pedestrian or vehicular traffic. § 4-5. Riding on bicycles. A. No person shall ride a bicycle upon a sidewalk within any business district. B. Whenever any person shall operate a bicycle upon a sidewalk, such person shall yield the right-of-way to any pedestrian and shall give audible signal before overtaking and passing such pedestrian. § 4-8. Penalties for offenses. Any person or persons violating any provision of this ordinance shall be guilty of an offense and shall forfeit and pay a fine not to exceed fifteen dollars ($15.) for each and every offense.

Under § 4-2, a rider on a road must observe every law and rule of the road that applies to vehicles, including all Town traffic ordinances. Riders emerging from an alley, driveway or building onto a sidewalk must yield the right-of-way to approaching pedestrians (§ 4-3). Bicycles cannot be parked, stood or stored on a highway, street or sidewalk, or against a building at the sidewalk, in a way that obstructs pedestrian or vehicular traffic (§ 4-4).
Section 4-5 bars riding a bicycle on a sidewalk anywhere inside a business district; where sidewalk riding is otherwise allowed, the rider must yield to pedestrians and give an audible signal before overtaking or passing one. Night riding requires a front lamp visible 500 feet and a rear red reflector visible from 50 to 300 feet, plus a bell or sound device audible 100 feet: sirens and whistles are barred (§ 4-6). Parents and guardians may not authorize or knowingly permit a child or ward to violate the chapter (§ 4-7).
