Jackson Municipal Code § 15-1104 sets the roadway rules for anyone riding a bicycle in the City of Jackson, Tennessee. Subsection (1) requires a cyclist on a roadway to ride as near the right side as practicable, using due care when passing a standing vehicle or one moving the same direction. Subsection (2) caps side-by-side riding at two abreast, except on a path or part of a roadway set aside exclusively for bicycles, where riders may ride more than two across. Subsection (3) is the mandatory-sidepath rule at the center of bike lane enforcement here: whenever a usable bicycle path has been provided next to a roadway, bicycle riders must use that path and may not use the roadway instead.

Subsection (4) then governs sidewalks rather than the road: no one may ride a bicycle on a sidewalk within the business district, no rider fifteen or older may use a sidewalk anywhere in the city, and a cyclist on a sidewalk must yield to pedestrians and give an audible signal before passing one. Section 15-1101 folds bicycles into the traffic code generally, making every other traffic ordinance applicable to a bicycle rider except provisions that cannot apply to a bicycle by their nature, and § 15-1106 separately caps bicycle speed at whatever is reasonable and prudent for the conditions.
