Jersey City, NJ Mobility & Curb Rules: Bike Lane Rules (2026)

§ 242-7.1, "Motor vehicles in bicycle lanes," added January 10, 2024 by Ord. No. 23-126, targets drivers rather than cyclists. Subsection A states: "Whenever a bicycle lane has been established on a roadway any person operating a motor vehicle on such a roadway shall not drive or park in the bicycle lane except for the purposes of performing a parking maneuver where parking is permitted, to enter or leave the roadway, or to maneuver around a parked vehicle impeding traffic flow." Subsection B sets the penalty directly in the section: any violator "shall be subject to a fine in the Municipal Court of the City of Jersey City in an amount of $175.00." On the cyclist side, § 242-9.1(G) requires anyone riding slower than surrounding traffic to "ride within the bicycle lane" once one has been established, with listed exceptions for passing, preparing to turn, or avoiding "debris or other hazardous conditions." Subsection H bars leaving the lane "until the movement can be made with reasonable safety and then only after giving an appropriate signal." Subsection I opens bicycle lanes to roller-bladers, scooter and skateboard users, motorized wheelchairs flagged five feet high, and bicyclists towing child trailers with a similar safety flag.

Together the two sections make the bike lane a protected space from both sides: § 242-7.1 keeps motor vehicles out except for narrow maneuvers, while § 242-9.1 governs how cyclists and other permitted users must travel within it.
