4, "Electric scooters; regulations," part of Article VI (added 9-11-2019 by Ord. No. 19-108, amended 2022 and 2023), governs both private and shared e-scooters. Subsection A allows scooters "in roadways, bike lanes, and shared use paths," but bars operating on the sidewalk, in City parks, or "any space exclusively for pedestrian use," and requires dismounting and walking the scooter across any sidewalk crossing. " Subsection C requires both hands on the handlebars, both feet on the platform, only one rider at a time, and bars operation while intoxicated.

Subsection D(1) caps speed at "15 miles per hour," dropping to "eight miles per hour in high pedestrian areas, as defined by the City", effectively creating slow-ride zones without a full ban. " Subsection G lists mandatory and prohibited parking spots, docking stations, corrals, furniture zones or bike racks are required; parking within ten feet of a fire hydrant, in handicap spaces, transit zones, curb ramps or on vegetation is barred. Subsection H is the operator-level control: "It shall be unlawful to operate or deploy an Electric Scooter Shared Rental System on any property belonging to the City or any public right-of way without first obtaining approval from the City", meaning a scooter-share company cannot launch in Jersey City without that approval, separate from the individual rider rules.
