Kyle City Code Chapter 47 treats parking in a bicycle lane as a civil parking offense under the citywide schedule in Section 47-203. Any bike-lane parking ticket falls into the code's Level one violation tier, which carries a flat $30 civil penalty, alongside citations like parking within 20 feet of a crosswalk or blocking a driveway. Section 47-203(a) caps escalated civil penalties at $200, and unpaid tickets add a 50 percent late fee if not paid within 15 days. A driver who racks up three or more unpaid, adjudicated parking violations within a calendar year can have the vehicle immobilized with a boot or towed to a storage facility, plus a $50 administrative fee to cover the city's costs.

Spring Branch Drive gets an added, older rule of its own: Section 38-22 makes it unlawful to stop, stand, or park any part of a vehicle within that street's bike lane, and once an owner has already received a prior notice or citation for the same violation, a police officer can order the vehicle towed and billed to the owner for towing and storage. Section 38-22(b) carves out four exceptions: emergency vehicles responding to a call, vehicles performing municipal services like street repair or trash collection, utility service vehicles, and any vehicle parked at a mailbox station for under five minutes.

The section also gives prosecutors a procedural shortcut, a prima facie presumption that the registered owner was the one who parked the vehicle illegally, once ownership and the violation are shown.
