Section 47-36 bans parking or leaving parked, at any time, a motor vehicle, large motor vehicle, farm equipment, construction vehicle, boat, personal watercraft or trailer of any kind in the side or front yard of a lot in a single-family residential zoning district. Section 47-37 then sets out the exception that lets a homeowner actually use a driveway: front-yard parking is allowed only if all wheels of the vehicle sit on a permanently maintained parking area running from the curb, street or alley in a contiguous course, built of any combination of approved ground covering with barriers or permanent curbing, concrete, brick, asphalt, or pavers.

A yard with no constructed surface of that kind, such as bare dirt or unbordered gravel, does not qualify, so parking there still violates § 47-36 even if the spot sits off the street. The rule applies the same way to any motor vehicle, large motor vehicle, farm equipment, construction vehicle, boat, personal watercraft or trailer, so RVs, boats and trailers get no separate leeway from ordinary cars and trucks. The civil penalty schedule at § 47-203(e)(1) lists 'parked in front or side yard or vacant lot' as a Level One violation carrying a $30.00 civil fine, in addition to any code-compliance order requiring the vehicle to move to a qualifying surface.
