City Code § 47-1 defines a 'large motor vehicle' as one more than 22 feet long or more than seven feet tall (vehicles raised for disability access are exempted), a category that reaches most RVs, campers and boats. Section 47-26(a) bars leaving, standing or parking such a vehicle, a travel trailer, personal watercraft or boat, attached or not, on a public street in excess of 24 hours, in any zoning district citywide. The chief of police, police officers, code enforcement personnel and parking technicians are all empowered to enforce the article under § 47-71.

A violation is a civil offense under § 47-205(a) rather than a criminal one, and the registered owner is presumed to be the person who parked the vehicle under § 47-72(a). Enforcement runs through the civil penalty schedule at § 47-203(e)(1), which lists this exact violation, a large motor vehicle, travel trailer, personal watercraft or boat on street in a residential area, as a Level One offense. If a citation isn't paid within 15 days, the fine grows by an additional 50% under § 47-203(b), and a vehicle that accumulates three or more unpaid, adjudicated parking violations within a calendar year can be immobilized or towed and impounded at the owner's expense, plus a $50.00 administrative fee under § 47-203(c) and (d).
