City Code § 340.060 combines two related driving restrictions. First, it bars a motor vehicle driver from driving within any sidewalk area except on a permanent or temporary driveway crossing. Second, it prohibits obstructing a designated bicycle lane with a parked or standing motor vehicle or any other stationary object; the only lawful use of the lane by a motor vehicle is a maneuver to cross it or to travel safely, and even then the driver must yield to any bicycle already in the lane while making that maneuver.

The section defines a designated bicycle lane as a portion of the roadway or highway that the governing body with jurisdiction over that road has marked out, by striping with signing or striping with pavement markings, for the preferential or exclusive use of bicycles, so the rule applies only to lanes actually marked that way rather than to the roadway shoulder generally.
