Lakeville, MN Mobility & Curb Rules: Bike Lane Rules (2026)

City Code section 7-8-3 sets the operating rules for the bike lanes and bike paths the Lakeville Parks and Recreation Department establishes under section 7-8-2. Subsection A requires every bicycle on a roadway that has a designated bike lane to use that lane and forbids leaving it except at intersections, in an emergency, or where necessary to make a permissible turn, leave or cross the roadway, or maintain safe operation of the bicycle. Subsection B prohibits vehicles from using a designated bike lane at all, with narrow exceptions for an emergency, a disabled vehicle, or when necessary to turn, to pick up or discharge passengers or goods, or to park; motorized golf carts operating under a section 7-8-5 permit are a separate carve-out from that ban.

Subsection C extends the same vehicle prohibition to bike paths, exempting only city-authorized maintenance vehicles, emergency vehicles, and permitted motorized golf carts. Subsection D mirrors the bike-lane rule for bike paths: where a designated path exists, bicyclists must use it instead of the adjacent roadway, again except at intersections, in an emergency, or to turn, leave or cross the roadway, or to keep the bicycle under safe control. Bike lanes and bike paths are marked by signs and roadway markings under section 7-8-2, and the Parks and Recreation Department maintains a citywide map of their locations; bike lanes cannot be placed on a limited access highway or on any roadway with a speed limit above 45 miles per hour or too narrow to fit the lane alongside normal traffic.
